It's very easy. you can create it by your phone. Just need to install Google Camera. (only Kitkat 4.4+)
For other Android devices which built with Jelly Bean 4.1.2 up , just install this camera via apk file.

Add your photo spheres to Google Maps so people can see your favorite places from around the world or around the block. You can help a local business by adding a photo sphere to its Google+ Local page.
Noted: Make sure your camera Geotag is on.
So when you share your photo sphere, It will detect your picture position on Google Maps automatically.

Sign in to your gmail account to view it.
